Call for Artist: Fletcher Cove Storm Drain Beautification Project

The City of Solana Beach invites proposals for an artistic rendering/design of a new storm drain outlet metal grate at Fletcher Cove Beach. This project aims to replace the existing grate with a design that not only meets engineering specifications but also enhances the aesthetic appeal of Fletcher Cove Beach.

Project Overview

The existing dissipator grate, installed around 1998, is showing its age and requires replacement. Aligned with the City Council Workplan, the project aims to enhance the overall dissipator storm drain structure at the base of Fletcher Cove Beach. This involves crafting a unique and visually appealing new design for the metal grate, elevating the structure's aesthetics.

In essence, the City seeks a public artist to create something captivating rather than just swapping out the existing grate design.

Through this Request for Proposals (RFP), the City invites artists to present comprehensive designs for a new storm drain outlet metal grate located at the entrance of Fletcher Cove Beach, the City's premier beach destination.

It is important to note that the artist(s) will not be responsible for manufacturing or installing the grate. Instead, the selected design will be used as a conceptual guide for the final product.

Compensation

The selected artist shall receive an artist stipend of $2,000. The stipend is exclusively for the completion of a comprehensive design. 

It is important to note that the artist will not be responsible for manufacturing or installing the grate.

Design Requirements

Engineering Specifications

The selected artist(s) will provide a design proposal that meets the engineering specifications outlined in the RFP. 

The proposed design must:

  • Comply with dimensions and specifications provided in Exhibit A. If the proposed design substantially deviates from Exhibit A, approval must be obtained from the City Engineer
  • Ensure every component of the metal grate to be 6.0”(+/-1/4 inch) apart. 
  • Have gaps between vertical bars no more than 6 inches.
  • Consist of two separate 8x8 foot panels that open independently. The decorative plates cannot extend from one grate to the other since the grates need to be able to open independently.
  • Allow normal water flow through the grate.

Although the artist will not be manufacturing the grate, it is important for the artist to be familiar with metal work and to know how the material for the final product - Type 316 Stainless Steel - can be manipulated.

The Engineering Department will include the selected design in the official bid for the Fletcher Cove Ramp Remodel project. The design must meet the required specifications closely to ensure the contractor can replicate it without changes. The contractor will work with the Engineering Department to create a shop design based on the selected design. This shop design will then be used to manufacture the grate.

Artistic Considerations

  • Reflect the coastal and community spirit of Solana Beach.
  • Be inspired by local landmarks such as Fletcher Cove Park, the Coastal Rail Trail, and existing public art.
  • Enhance the visual appeal of the storm drain structure at Fletcher Cove Beach.

Required Materials

  • Proposal Form: Include the name, contact information, and address of the artist or team.
  • Design Concept: Detailed artistic rendering of the proposed grate design.
  • Qualifications: List of relevant experience and examples of previous artwork or landscape design.

Selection Process
  • Review: City Staff and the Public Arts Commission (PAC) will review all submitted proposals.
  • Recommendation: PAC will recommend finalists to the City Council's Public Arts Standing Committee.
  • City Council Review: Proposals will be presented to the City Council for final consideration.
  • Contract: The selected artist will complete the required contractual process with the City in order to receive the artist stipend.
  • Construction Bids: The project will go out for construction bids per City requirements.
